We can only hope our darker guesses at the situation of pool 4 are wrong -- darker being such as my speculation on my blog about whether the pool holds much water.<br /><br />Still, I doubt cover up is quite right. If they downplay and use euphemisms (suppose "under control" could mean just spraying water), that would still not be a true cover up. To me, a cover up would be to misreport numbers for radiation readings for instance. If they say there's no criticality at some spot, that's could be just a guess. I mean that they don't have to intentionally misrepresent to end up misrepresenting. There's the power of denial. Read the wiki on Chernobyl.
